Email Conversations to and from SOTMP and SOMB

The following link is an email conversation sent to Joanie Shoemaker, CDOC Head of Clinical Services by a concerned Colorado taxpayer. I have removed the taxpayer info to protect him. To date there has been no direct reply from Ms. Shoemaker. A reply was received from Peggy Heil, CDOC SOTMP Director, apparently on behalf of Ms. Shoemaker. 

Entries in RED are those that I have inserted as explanations or notes. Entries in BLACK are those of the taxpayer. ORANGE entries are those of Peggy Heil.

When I was provided a copy of the email conversation and after having read it, I really had to re-read it just to make sure I was reading it correctly. This is the way the “system” works, at least as far as they are concerned.

The following is another email conversation between the same taxpayer and SOMB staff, specifically Cathy Rodriguez, SOMB Adult Standards Coordinator.  After reading this conversation, again shock and awe were present. The SOMB was created by the General Assembly of Colorado and yet they have no purview over the programs or apparently any other actions that DOC, Probation and Parole might implement. So as I asked myself, I will ask you…what exactly is the role of the SOMB? Cathy Rodriguez states they only have purview over therapists or providers. After thinking on that statement, would it be fair to say then that each and every provider in the SOTMP Phase I and II, are not in compliance when they enforce and provide treatment services to offenders per the CDOC and SOTMP rules, policies and regulations when those very items are in direct conflict of the SOMB Adult Standards and Guidelines?

The final email conversation is between the taxpayer and Peggy Heil. It deals with a request for information about the requirements an individual must meet in order to become a support person for a sex offender, which is required by CDOC and SOTMP for an offender to meet the criteria in order to receive a recommendation to the parole board. Ironically, her answers are almost exact to the requirements now in the recently revised AR 700-19.

It is atonishingly clear that CDOC, SOMB and SOTMP are not always on the “same sheet of music”. The one item that stood out to me was SOMB really doesn’t do anything at all, other than provide a place for Peggy Heil and others to manipulate everything the CDOC and SOTMP want to implement. In my humble opinion it is time the SOMB either does the tasks they were charged with doing by the legislation or to be dismantled. There is no way in hell that they are a non biased agency. They merely provide a disguise for Peggy Heil and others like her working for CDOC.
