SOMB Sunset Review

The Sunset Review of the SOMB is currently in progress.The Sunset
Review of the Sex Offender Management Board (SOMB) is scheduled to be
completed October 15, 2009. The Sunset Review is conducted by the
Department of Regulatory Agencies (DORA). State agencies are reviewed
according to a statutory review schedule and according to statutory
criteria. A sunset review discusses whether the agency under review
should be continued without changes, continued with changes or
terminated.

The purpose of the Sunset Review is to verify the SOMB is meeting its
legislative mandates and there is still a need for the SOMB to exist
beyond the statutory repeal date. Based upon the review, DORA will
make its recommendations whether the SOMB should continue without
changes, continue with changes or to be terminated.

Vivienne Belmont is the staff member to the Department of Regulatory
Agencies (DORA) working on the Sunset Review. In the January 16, 2009
SOMB meeting notes, Ms Belmont is scheduling meetings with key
stakeholders of the SOMB and key parties that work with the SOMB. The
majority of the scheduled meetings will take place in late February
and early March 2009.

Things DORA wants to know from the SOMB stakeholders:
• What issues are coming up?
• Any there problems with the statute?
• Is the public being protected?
• Is the program working well given your interactions with the Board?

The Sunset Review should be complete in June 2009 and the report will
be available to the public on October 15, 2009. If DORA finds to
continue with the SOMB, new legislation must be introduced for it to
continue, including a new repeal date. The new legislation would be
introduced in 2010.

I urge anyone who has been affected or has concerns about the SOMB to
please read the Sunset Review criteria and to make appointments for

I do not feel the members of the SOMB and other key stakeholders
should be the only ones voicing their thoughts about the SOMB and
their usefulness.
